I acquired a D.Phil in Development Studies in 1993 at the University of Sussex UK after completing a Masters Degree in Political Science at University of Madison Wisconsin USA in 1985. While in Madison, I focused on comparative economic policy. I studied extensively and wrote papers on economic development strategies of Japan compared to France, UK and Germany. It is from there I developed interest in studying Economic growth strategies of the East Asian Newly Industrializing Countries (NICs). At the D.Phil level, I developed a thesis on “Government-Business Relations and Economic Liberalization in Nigeria”. I focused on the effect of business lobby on the direction of economic policy in the country. Case material was developed from a field study on manufacturing industry and especially the textile sector. I have several publications on the subject. One was a report of field study on the declining fortunes of manufacturing industry in the North in 2002. The report was presented to Northern Governors at Arewa House Kaduna in 2002. I have a total of about 40 publications. I am a Professor of Political Science in Nasarawa State University, Taraba State University and University of Benin.
I have participated in Federal Government policy forums in the past. I was a member of the Vision 2010 Committee, chaired the Poverty Alleviation Subcommittee and was a member of Group of 9 that wrote the Report of the Vision 2010. I was a member of the Policy Subcommittee of the National Council on Privatization from 1998-2003, chaired by the then SGF. I was a member of the Transport Sector Technical Committee of the National Council on Privatization and Chaired the Railway sub-committee. We visited major railway installations in the country (Kano, Lagos, Kaduna, Enugu and Lagos). We also visited the factory of the CCECC, the Chinese company that handled the railway development project in the 1990s. I saw first hand the level of colossal waste in our system due to negligence and corruption.
I was a pioneer Director (Planning, Monitoring and Evaluation) of SMEDAN in 2004. I left to assume duty as Project Coordinator of Policy Analysis and Research Project of National Assembly in September 2004. I was The Director General of National Institute of Legislative and Democratic Studies from 2011 to 2019. I was Commandant EFCC Academy from 2019-2020.
I received 2 National Awards. One was Member of the Order of the Federal Republic (MFR) in 2001 bestowed by President Olusegun Obasanjo and the other was the Woman of Distinction Award bestowed by the First Lady Dame Patience Jonathan Goodluck as one of the activities marking the 50th Independence Anniversary of Nigeria. I was turbaned Jakadiya Mubi in 2018 by the Emir of Mubi Emirate. I am currently a facilitator at the Open University of Nigeria Abuja.
